He said many crimes are taken off the books because criminals will be let go with low bail or no bail or easy reduced charges so most are not prosecuted. So “rate” is down.
Plus categories can be manipulated to show harmless looking crimes-—not harmless to the victims.
And math comparisons can be moved around such as percentages looking big or small. As 5 RVs stolen last year and 4 this year is an 80% drop. (I think I did that right. No good at math which was too racist for me to take in school.)

Of course it takes the expenditure of a lot of money to make people realize that being a victim of a crime would hurt them badly.
And the expenditure of even more to help them understand that their fear is racist and probably Nazi. They need to get over that fear so they will continue to go places where they will be crime victims. Anything else is unfair to the criminals.
