They’re concrete mini water parks in cities where kids can play and get wet in the hot weather.

Lots of variety in size and structures.

It is a mini free water park.

Some neighborhoods are putting them in instead of pools because they are easier to maintain and less chance of someone drowning.

I am not sure but I think it was probably a "gun free zone". Most of them are.

It is a place where people who can’t swim go to get wet. Basically running under a sprinkler without a lawn.
