Because she’s running for Senate this year, she’s presumably busy with that campaign.

And depending on state law in Arizona ,she might not be able to be a candidate for vice president and Senate on the same ballot in the same year.

I think Barry Goldwater was up for re-election as Senator in 1964 and was not allowed to run for re-election since he was running for President. The rules in Texas in 1960 were different--LBJ ran for re-election as Senator while being the VP candidate for the Democrats (which led to the Republicans capturing that Senate seat).

Rubio is Cuban, so I don't know if non-Cuban Hispanics would be especially inclined to vote for him. He isn't the worst of the names that have been thrown out, but he isn't the best choice.
