I think Barry Goldwater was up for re-election as Senator in 1964 and was not allowed to run for re-election since he was running for President. The rules in Texas in 1960 were different--LBJ ran for re-election as Senator while being the VP candidate for the Democrats (which led to the Republicans capturing that Senate seat).

Rubio is Cuban, so I don't know if non-Cuban Hispanics would be especially inclined to vote for him. He isn't the worst of the names that have been thrown out, but he isn't the best choice.

John McCain didn't resign to run and there have been any others. Bob Dole chose to step down, most don't.
