Of course he was at fault, he rear-ended a car. Speed limit was 70 and maybe the other car was doing 55 or something. Not making excuses for him but the only clear fact is that he ran into the rear of a car going slower than him.

At least he is not lying about it, claiming exception, or whatever. And, as someone writes, No Interns!
