If this happened in my neck of the woods there would just be another hole filled and that would be the end of it.

I would assume, land condemned for high speed rail, or parking lots for it. Government gives these gifts, Cal-trans accepts the gift knowing that they will make a killing in the future.
They likely paid pennies on the dollar for the vacant houses and when the time is right, they'll start selling them off to investors and developers.
Lots of folks here scoff at Detroit while never seeing what the downtown district and immediate surrounding area has become.
From downtown, moving outward, the abandoned properties owned by the city were bought off by investors, simply by paying the back taxes on them. Now they are building new neighborhoods of condos to house the growing number of people who are getting jobs in the downtown district.
