It is all very simple, either renounce foreign citizen or US citizenship. I guess a law requiring disclosure is a start. No elected official should ever be allowed to also be a foreign citizen. And any working directly or indirectly for the US government should register as foreign agents.
It’s not xenophobic. Citizenship is determined by each country’s laws and policies. If you have two British parents but are born in the US and they register your birth with the British government, you are still considered British by the UK government. It’s very difficult to lose your British citizenship as a natural born Brit. He is an American, but also a Brit. Nothing he can do about it.
But nothing wrong with disclosing it, either. Everybody here has a lineage that came from somewhere else. For many that connection as “citizen” is lost but they are still proud of their ethnicity e.g. Irish, Italians, Koreans etc even generations later. They may or may not be able to go claim the citizenship; depends on whether their country will allow it and if they can document it. A 3rd or 4th generation Italian American may have no interest or connection to Italy and may not want Italian citizenship, nor does Italy likely recognize that person as Italian. But they could theoretically obtain citizenship through process. In this case no disclosure required. Someone who was registered, or claims another citizenship, should disclose it if they run for Congress.
Not that it will matter much. If you’re corrupt you’re corrupt. You may not get assignments regarding Italy but just give those to your Turkish friend and trade the graft.
