I am afraid we, like Sodom and Gomorrah, as a nation have stayed so far into depravity, killing the unborn, leading little children astray, not to mention fomenting atrocities around the world. I fear we deserve the wrath of God, not as individuals, but as a nation.

But typically on house arrest you are allowed to go to work. Under NY law, you are typically allowed to leave the house for “employment, education, religious activities, treatment, attorney visits, court appearances, court-ordered obligations, or other activities as approved by the officer”.
Campaigning is essentially his job, so I don’t see why that wouldn’t fall under employment.
