The FBI and every other law enforcement agency are authorized to use force - lethal if necessary - when conducting court ordered searches and/or arrests. It’s a primary authority for them, since the government holds the authority for the use of force.

The situation at MAL was not normal. Authorizing lethal force against the USSS, another government agency, is insane. There is no justification for such an action. Normally, the FBI would notify and coordinate such a search.

The indication here is that the raiders were verbally or in writing reminded that they could use deadly force. I am sure they inferred the proper implication.
