I fly fixed, not copters, but auto- rotating in fog has to be almost impossible.
No more impossible than landing a fixed wing (many of which have a stall speed that's substantially higher than the best rate of descent airspeed for a copter) under the same conditions.
Runway visibility is always controlling for an instrument approach, regardless whether the aircraft's wing's rotate.
