That really would be dumb! At least dump the water into empty gallon jugs, so that you can have some water.
That would be too much work I guess. The video I saw was of a lady with a shopping cart full of bottled water in the parking lot of a grocery store. She was emptying the bottles one at a time on the ground. She then headed to the bottle return. The guy doing the video was pointing out to her that she was committing fraud and food stamp abuse. She didn’t seem to care.
