It is if you practice “broken windows” law enforcement. There is unequivocal empirical evidence that it does work, so if it is done with with the end goal of crime prevention, I would disagree with you.

Crime prevention is not a true police function. Criminal-catching is their prime function, and if the career criminals remain in prison then the crime rate will decrease.
