These riots were coordinated and organized by national organizations. Someone funded them. Federal mail fraud, wire fraud, anti-terrorism statutes, and RICO are all probably applicable.
But Biden wants to make sure that, like the BLM/ANITFA rioters, his brownshirts come out with no record and at most a gentle slap on the wrist. A lot of expungement is gonna go down if arrests actually lead to convictions.
