Aspirants include Ukraine, Georgia and Bosnia:
- As recently as 2009 Russia (146 of 180) and Ukraine (146 of 180) both scored near the bottom 20% of Transparency International's Corruption Perceptions Index.
- By 2023 Russia (141 of 180) still ranked near the bottom, along with some of Russia's allies & friends in Africa, like Chad, Nigeria, Sudan, Mali and Mozambique.
- By 2023 Ukraine (104 of 180) has slowly improved its ranking, and now compares to Bosnia, Serbia, Albania and Brazil, while slightly better than Turkey and the Philippines. Of this list, Serbia is an ally of Russia, while the others are all US allies or friends.
Bottom line is that while Ukraine has taken public measures to reduce & eliminate is perceived corruption, Russia has not, and remains among the world's most corrupt.
