Mike Adams expects the takedown of the internet to be accomplished by shutting down the DNS servers. That way, the infrastructure is still up and running, but you can only communicate using IP addresses.
He is promoting Bastyon.com and his version, brighteon.io, which are peer to peer systems.
Those can be used, but I would encourage people to also start making lists of the sites they want to use and the IP address for those sites so you can still sort of function on the web if DNS is disabled.
