The last I heard about Venezuela's oil business was that the infrastructure had either deteriorated or been pillaged to the point that they couldn't extract/refine much oil.

Who or what country came in to help repair the infrastructure?

Russia, of course. Venezuelan heavy crude mixes well with Russian blends.
