The melting polar ice is a mass close to the axis the earth spins around. As the ice melts, it flows DOWNHILL to the ocean, where the seas gradually rise (mass is moving!) the mean radius of the earth is now slightly larger, thus, to conserve the angular momentum, the spinn rate slows down.
