Operational planners at all levels of our military and the Readiness experts always include the Russians. They don’t have a hard-on for them they just know better than to ignore that possibility or at least keep track.
Iranian sources I spoke to say that Khamenei wanted an equal response to Israel (referring to the Israeli attack in Damascus), but that the attack on Israel has not been carried out by the IRGC as Khamenei wanted.
