Not sure, but it wouldn’t surprise me. Why do we even bother to have a Legislative Branch if a POTUS is doing their job?
These are policy making positions so must be under the elected president’s authority. This is pretty outrageous to assert rules making political change, change by democratic process, impossible.
Just assign them to some remote closed military base with no internet or phone access and put them in 5x5 ft cubes.

It’s already been hinted at here, but the secret is to demote, defund, and/or transfer. As a former fed contactor, I helped play a part in this happening to a worthless fat bureaucrat in 2004. She quit soon after. Nothing could be done about the cow’s unearned pension, though.
These Presidential Edicts are generally prima facie unconstitutional and I think can be instantly reversed by the new incoming President.
