There is no such thing as debt, if you don't have to pay it back, or if there are no consequences and nobody forces you to pay that debt. It's the same with the federal debt. Who's going to hold the federal government accountable?
Plus, if the citizenry doesn't personally feel the debt with his/her own finances, then, they will keep voting into power those that will not do anything about the budgets and debt. Make people personally hurt by those budgets and debts. and things might change. Show people how much of their money is being used for things they didn't approve of, like paying for hotels and meals and living quarters and credit cards for the illegal aliens. Show them who in government is approving the budgets and debts, with actual figures, and perhaps the people will revolt.
Put the balanced budgets up for a vote during election cycles, and show who in government adds/added to the out-of-control budgets, and perhaps people will get directly involved.

New York City has a taxpayer burden of $61,800, the largest by far despite being the most populous. Maybe they can solve this by putting up illegals in luxury hotels and giving each of them cash cards worth up to $10,000 each.
