That’s horrible, they should rehome it. No animal needs to be where it is afraid all the time. I wouldn’t have dogs like that around. People here let their dogs run loose and they are completely untrained. If anyone of them gets near my babies, they won’t last long. And it’s so easy to train dogs, all they want to do is please the owners. One course or two is all it takes
I tend to agree. The good thing is that the dogs are in the kennel a lot of the time. It’s a big one, with an outside fenced area, lots of room, heat, etc. When the dogs are out for a few hours, they always make sure the cat is inside the house. That’s not too tough to do, as he spends 99% of his life curled up on a chair in there anyway. Lol he’s a crabby old thing, but he’s kind of funny and he loves sleeping the day away.

My daughter had a Staffordshire bull terrier that her youngest son had brought home. At that time the city required anyone who had pit bulls they either had to take out homeowners insurance that would cover in case the dog hurt someone or they had to take the dogs for training before the city would license them and she had to do this for I think it was 3 years. That dog was the sweetest dog there was. Around her grand-daughter her cats, and strangers.
