Who was the mechanic that thought this ship was ready for the open ocean.

I know a guy who is quite knowledgeable about the port of Baltimore. He told me that a professional ship’s pilot always comes on board a large vessel as it nears the port. These pilots are very respected.
The pilot takes over, and guides the ship to its berth. So it would be interesting to know who the pilot was. Or maybe for some inexcusable reason there was no pilot.
Harbors use Pilots. The pilots are local experts who bring in ships every day. They are licensed and specially trained for the specific harbor.
If a terrorist got a job as a pilot, they sure are playing the long game.
