Vice President Kamala Harris quickly rejected claims from Russian President Vladimir Putin that Ukraine could be involved with the terrorist attack that killed over 130 people at a Moscow concert hall on Saturday.
The U.S. government and Western allies said ISIS was responsible for the attack, the largest by the group in years and the deadliest in Moscow in over a decade.
“No, there is no, whatsoever, any evidence [of Ukraine involvement],” Harris said in an ABC interview with Rachel Scott on Sunday. “In fact, what we know to be the case is that ISIS-K is actually by all accounts responsible for what happened.”

However, it is very possibile Biden has not the awareness to know anything about it. It is hardly possible to underestimate the ability of Blinken, Sullivan and Nuland to do whatever it was that Obama said Biden could do. And it appears they have enlisted the formidable intellect of Kamala Harris to take point and lead their PR effort.
If there is a Ukraine connection to this event, it is very unlikely that the idea, planning, execution and the green light were Ukrainian alone.
The mercenaries arrived and departed in the same Renault. As soon as the Russians reviewed the security recordings they would have known the vehicle they were looking for. Once they located it, they may have tracked it just to see where it was going. There has not been much about exactly how they were captured, just that it was near the Ukraine border, although some observe, irrelevantly, that it was near Belarus. There is not even speculation that the destination was Belarus.
As with the Nordstream pipelines, Victoria Nuland gazed into her crystal ball and foresaw the event before it happened. Various countries may have had a motive, leading candidates being Ukraine, the United States and Israel. For the Israelis it was a great diversion from the attack on Rafa. The U.S. government wants the Ukraine war to continue. The U.S. government decides what Ukraine wants.

1) They admitted they were contracted to do the deed. By who? We don’t know and they claimed they didn’t either.
2) Kneepad Harris could literally be standing next to a person with a sign on their chest saying “I did it” and a bloody knife and she’d still say she didn’t know if there was evidence.
