I’ve read the Constitution and the 14th Amendment many times; I taught it to 7th graders for at least twenty years. The 14th says nothing of the kind.

It does say that if the right to vote is denied to citizens, the number of Representatives a state can be reduced.

Now is a good time to reduce illegal voters and lower representatives before the census increases illegal representation.
