That's simply nonsense. ISIS was created by a merging of Syrian and Iraqi Islamists, probably including former Baath fighters from Iraq. The degradation of al Qaeda probably contributed as ISIS assumed the "lead" terrorist position.
They were able to expand because of Obama's drawdown of US forces from Iraq and the chaos of the Syrian civil war. The original focus was on Anbar Province in Iraq.
And he's giving them "the Nuke"?
They've been doing that for years. Doesn't make much difference against a dispersed enemy.
The USA having advance knowledge that the Russians did not, is not the exoneration you think it is.

I’ve seen “ISIS takes responsibility” headlines but ZERO reports on what ISIS member, where or how is taking responsibility. How was this communicated to those spreading that narrative? Who can that claim be attributed to? This so patently CIA narrative manipulation. The Russians aren’t as stupid as most American people. This has CIA stench all over it, just like the Nordstream terrorism and subsequent BS narrative. This stupid act which 95+% will be followed back to CIA/Ukraine is going to be fatal to Ukraine. Forbes is not exactly a paper of record that supports conservatives. Perhaps some day we will find out the truth. But I'll trust Trump more so than any other source, even though he mat be wrong. I won't ask you to prove your claim, because I don't think there is a source you could present that I would believe. Guess I am getting cynical in my aging state, but then again I have seen more than enough evidence to see that we no longer line in the nation to which aI was born ito.
ISIS has never done a confirmed terrorist attack in Russia.
They did claim a church shooting, and a building explosion that the Russians say was natural gas.

ISIS has previously claimed only two terrorist attacks in Russia. Both of which are very questionable that they did it.
Meantime, there is something of a war on with Ukraine, and previous Ukraine terrorist attacks in Russia against civilians.
