Israel has an obligation to take reasonable measures not to harm non-combatants. But let’s put that in context. Hamas, supported by the majority of Palestinians, has done its best to make it impossible to distinguish Hamas combatants from civilian noncombatants. Hamas was just found, again, conducting operations from a hospital in Gaza. All Palestinian noncombatant casualties (inceed, all noncombatant casualties on both sides) are the direct fault and foreseeable result of Hamas’s strategy.
Sounds to me like they knew what they want to accomplish and made plans and backup plans to accomplish goal, unlike our woke military.
What is the UN, USA and other leading countries hiding with the remnants of Hamas in Rafah that is making them so afraid of exposure by Israel. Did the US and these countries pre-approve the October 7 massacre with the aim of eliminating one of the constituent and recognized States of the United Nations?

In an operation such as this, a 1:1 ratio of civilians killed to terrorists killed would be unusually low. If we accept both Israel's and Hamas' numbers, this is pretty much the result so far, and I rather fail to see the argument this ratio will get worse.* So I'd say Coons is talking nonsense.

*This assumes Israel will not suddenly double or triple the forces being used vs. Hamas, but will use the "grinding" approach it has used so far; corridors for civilians to flee will exist, as they have so far; and civilians not already possessing / in tents can be provided such.
