Israel has an obligation to take reasonable measures not to harm non-combatants. But let’s put that in context. Hamas, supported by the majority of Palestinians, has done its best to make it impossible to distinguish Hamas combatants from civilian noncombatants. Hamas was just found, again, conducting operations from a hospital in Gaza. All Palestinian noncombatant casualties (inceed, all noncombatant casualties on both sides) are the direct fault and foreseeable result of Hamas’s strategy.
