OTTAWA (Reuters) - Canada has not approved new arms exports permits to Israel since Jan. 8 and this freeze will continue until Ottawa can ensure the weapons are used properly, Foreign Minister Melanie Joly said on Wednesday.
Export permits that were approved before Jan. 8 remain in effect, she said in an emailed statement.
The political survival of the minority Liberal government depends on support from the left-leaning New Democrats, who are pressuring for a tougher line with Israel over the Gaza conflict.
"Canada has one of the most rigorous export permit regimes in the world. There are no open permits for exports of lethal goods to Israel," Joly said.

Articles like this never mention what’s actually going on. I was involved in numerous Israeli arms deals over my career. The US government, and I’ll bet the Canadian government, give other countries money that can only be spent on arms or services from the country giving the money. Sometimes it’s just a huge discount on the normal price. Irael maintains the capacity to manufacture anything they need. Even if we cut off the purchase of, say aircraft, they can refurbish anything and make it serviceable. (I don’t know if they’re still doing it, but you could buy a fully upgraded F4 with new engines, radar and electrics as late as 2010.)
These sales are intended as a jobs program for local industry so the giving/selling country can maintain its capacity to produce whatever critical items it needs. If nobody is buying, say, small arms or missiles or whatever, then the production line gets shut down and the highly skilled and trained workers go off and open a vape shop. Once they’re gone, they’re gone. Reconstituting a production like (as I have done several times) is hugely expensive and fraught with problems.
So, what’s going to happen with the hardware that Israel won’t be getting? The contracts I worked on had the redirected hardware going to whatever branch of the service it was related to. Meaning, it came out of the present working budget of that branch. Somewhere a procurement officer is saying, “Oh, crap! Where am I going to find the money to buy all this stuff we didn’t order and don’t need?”
When it is time to count on friends and allies, you cannot ever count on Canada.
Well, you can always count on Canada to stab you in the back.
