They are saying the dock is to help provide humanitarian aid to Gaza. It is really to allow Iran to rearm Hamas more effectively during these cease fires.

From what I’ve read, Israel is requiring everything shipped to this dock has to go through Cyprus where Israel can inspect the cargo to keep weapons etc. out. I doubt if Egypt would want to let Israel do the same on their territory.
As for your question—I have no idea. If Hamas wats a pier, let them build it. They apparently have loads of money and from what I’ve seen of their tunnels, plenty of building supplies and at least semi-competent engineers.
