Real easy. Trump needs to plead to his 100mm+ supporters and either ask:

1) 10,000,000 people to "gift*" $46.40 or
2) 1,000,000 people to "gift*" $464.00 or
3) a combination thereof.

They must be gifts under the current IRS exclusionary gift tax in order to avoid taxes.
