Not really. Once the Soviet Union and the US got over the “bigger is better” idea with nukes, they both went in the opposite direction, making nukes smaller and smaller.
For the US, a 155mm artillery nuke round with about the same explosive force as an 8 inch howitzer round reached the point of “why bother?” Its yield was so small that unless you surveyed the blast hole within 72 hours you wouldn’t find any residual radiation other than normal background.
Regular HE was just a lot more cost effective.
Yet public opinion around the world still freaks out if a nation were to use a nuke. Though the Muslims might just think of it as a “big bomb” to use on their hated enemies, the rest of the world loses its marbles.
So the cost to Russia would be immense. And for what?
