What would happen if lawmakers reinvented the criminal-justice system to target “systemic racism” instead of crime? California is about to find out. Thanks to a 2020 law called the California Racial Justice Act, every felon serving time in the state’s prisons and jails can now retroactively challenge his conviction and sentencing on the ground of systemic bias.
To prevail, the incarcerated prisoner need not show that the police officers, prosecutors, judge or jurors in his case were motivated by racism or that his proceedings were unfair. If he can demonstrate that in the past, criminal suspects of his race were arrested, prosecuted or sentenced more often or more severely than members of other racial groups, he will be entitled to a new trial or sentence.
We all know what this is about. Blacks are arrested, prosecuted and convicted more often than members of other races because they commit more crimes. Heather has some of the numbers for California:
In Los Angeles, blacks are 21 times as likely as whites to commit a violent crime, 36 times as likely to commit a robbery, and 57 times as likely to commit a homicide, according to police department data. Those data come from reports filed by victims and witnesses, who are themselves disproportionately black.
Blacks over-offend to an appalling degree in other states, too. But liberals cling to the hoary myth that “disparities” in law enforcement can only be due to racial bias in criminal jutice.

Which culture are you talking about?
There are dozens and dozens of African nations and many different African tribes, and many centuries of blacks living in various cultures globally.
Do all blacks everywhere and through all time only have one culture? It sounds more like genetics than a culture.

I’m not certain that Blacks have the same problems in different cultures. I do believe they have a strong influence from Cultural Tribalism. It is a culture that has as it roots a tribal function. One persistent characteristic is its rigid tribal model that discourages any variation from the norms of the tribe. It is a culture so rigid that it maintains that basic form even when it lives in other cultures. Cultural Tribalism is a model that takes generations to change.
As you may know, the Left is trying to instill tribalism into our cultural system. We have heard the phrase, “It takes a village to raise a child.” In this case, it has motives with totalitarian Marxist dimensions. Blacks are vulnerable. They may be an easy target for this move as they are controlled on the Democrat-Marxist Plantation. It has succeeded in removing the father from the family, which has had negative consequences. It will affect each generation. Once Marxist tribalism is instilled, it will be hard to break through its rigid hold. That is the plan.
I suggest you look into blacks globally more and look into the history of the black family and culture in America, pre-1960s, more.
