i looked to see what cops had to say about that tool
which of course is different than Emergency responders

the punch usually isnt standard issue for cops.
the hammer thing also had a seat belt cutter which you often need as well.

Some do. If the water pressure is equalized on both sides of the glass it dampens the effect.
