The actual text of the 25th amendment refers to "discharge the powers and duties of his office" and "Acting president," but nowhere speaks to "removing" the President and vacating the office.
The 25th amendment goes on to say "within twenty one days after Congress is required to assemble, determines by two thirds vote of both Houses that the President is unable to discharge the powers and duties of his office, the Vice President shall continue to discharge the same as Acting President..."
Does this mean that the President remains in an "unable" state for the remainder of his term, that "such powers and duties shall be discharged by the Vice President as Acting President," and that the Vice Presidency is not vacated while the Vice President is Acting President?
