I don’t think that matters. From what I can tell, Biden is talking about loans that are federally guaranteed. So if a loan is forgiven, the loaning institution is made whole with money coming from the US Treasury.
I could be wrong. But that’s my understanding.
Higher education” is better at milking the govt than the search for truth, and they are very effective at the former. Guaranteed loans, they don’t risk their own money.
