It's being done by expanded executive interpretation of cancellation through repayment plans authorized by Congress. If Republicans had agreed to write off the debt in exchange for abolishing the U.S. Dept. of Ed., this wouldn't have happened while still handing out more loans which will wind up in default. Republicans didn't make a deal when they could have. This now results.
