That is correct. It's worth noting that the preamble to the Declaration of Independence asserts that all men have the right to "life, liberty, and the pursuit of happiness." It may not be an amendment, but the concept is part of the bedrock of the founding of this nation.

After such a diagnosis someone, such as a mother-in-law, could have had Moreno adjudicated mentally incompetent in a court of law. That would have automatically put Moreno on NICS as prohibited to own or purchase firearms.

Walli Carranza failed to do that. The psychiatrist who diagnosed Moreno failed to do that. If other adult family members exist then they failed to do that.
