I see it different. They were ready to defend Biden being different than Trump on this issue and that it was already accepted more or less. The idea that he was not only guilty but senile was a broadside that was not expected and one that will resonate in a wider sense.
What will resonate is a Trump appointed prosecutor wrote a partisan hit piece. At least that’s what the Spin Doctors will say,

They concluded he committed the crime and refused to prosecute. This wasn’t a written as a mental health evaluation. It just turned out to have that aspect to it.
