Hur can't of his own volition close the case, with prejudice.

What Biden did was willful, Hur wrote, but unlike what he said, "a serious felony requires a mental state of willfulness" when the act is committed, not when he stands trial for it.

It doesnt matter if he cant remember it. He did it. A lack of memory doesn’t absolve responsibility.

When Biden committed these willful, national security-risking actions, he was younger than President Trump was on the 8/8/2022 date of the Mar-a-Lago raid.

I can understand Hur closing the case. Just like Comey refused to bring charges against Hillary for her obvious misuse of classified information.
But state the real reason. Comey alluded to it, as did Hur (his 'he's a demented incompetent old coot' comment aside), but neither stated it clearly:
A Jury in Washington DC will never convict a Democrat politician, no matter what the evidence. Bringing up charges would be a futile exercise. The citizenry in Washington DC is hopelessly partisan and crooked. The only solution, short of razing the town to the ground and salting it, is to move trials elsewhere. You can never get a fair trial in DC because the people are crooked.
