So, Bill builds an AR variant in his workshop. It has no S/N nor brand name. Bill sells it to Tom.

This rule does not change the current law, that Bill already cannot legally sell that gun.

You’re right but…

Laws that cannot reasonably be enforced, diminish respect for all laws. No existing forensics can trace that gun to Bill (assuming both men stay quiet) since Tom is legally allowed to build his own.
