When he talks about regular policy stuff he is mumbling and sleeping. When it is something hateful and spiteful he is fully aware, clear, and hiding back his inner violent tendencies. This demon chomo has been in office 50 years and he has been the same. He is an evil SOB who will do anything to cement a legacy more notorious than that uppity “clean articulate African American” who outshined him.

As some Democrats pointed out during Trump's last term, the 25th amendent, section 4, provides a mechanism for removing an unable, but unwilling to quit, president. The process starts when at least 8 of 15 specified Cabinet Secretaries (or if unavailable their acting heads) plus the VP jointly declare POTUS unable to continue. POTUS then gets a chance to accept, or to deny the claim. In which case Congress can keep him or remove him via 2/3 vote of both houses. But the process can only be started by VP Harris acting together with a majority of these 15 Cabinet Secretaries:

Whenever conservative press gets the chance to question any of the empowered sixteen, they should try to get them on the record whether they, who have the job with the responsibility to judge, think old Joe is still fit to be POTUS. Get them all on the record, ideally repeatedly. It will make good campaign ads should they reverse. "Hey, these had the power, but said no to removing old Joe. Until he was going to lose... All the while average Joes knew he was worthless. Now we see all Democrats are worthless! Why should we trust their endorsement of *someone else*? When a citizen assumes an elected office he/she swears an oath to uphold and defend the law(Constitution)! If he/she violates that oath is that person violating the law? How is it that these oaths can be violated with impunity? Why have an oath? Why not just have the person say he will do his best?
