You missed the part about not using them in Russian Federation territory, TYR.

This makes it less problematic to attack airfields in NATO countries when the Ukies and their NAFO pals start rolling the F-16s off NATO airbases, because the airbases in the Ukraine are unsuitable for the F-16s.
