So, the powers that be want to throttle life giving sunlight to the planet. Looks like they'll take any angle they can to get to their pre-determined magic number of Humans allowed on the planet.
Anyone who's read Asimov might recognize this mindset as that of Solarians. They also genetically engineered themselves to be hermaphrodites.
Civilians should begin developing a small fleet of parasite drones that can attach themselves to any such abomination and route it directly into the Sun.

The set-up is that the temperature monitoring is located in places with higher ambient heat than most of the world. Cities in particular.
