The easiest way to end the legacy is to stop talking about it. The systemic part can be tackled with a Civil Rights Act....oh, that was done in 1964 by the Republicans.

This is all puff and bluster to make it to November. These “programs” are already in place. They are called MediCal and public schools (without school choice).

When most blacks in California find they are not eligible and those that do find out there is nothing extra for them, they will revolt, only to have already been replaced with millions of newly amnestied illegals.

This is the best description of ignorati to date.
