In my town you have zoning areas and can’t just set up anywhere.
Laws are only useful if you enforce them.
LA has laws and rules as well.
But by not enforcing them they allow this to carry on.
At some point people will get sick and die from lack of law enforcement.............
I am SURE there are similar laws in LA-—
They are just NOT BEING ENFORCED.
