It started in Pennsylvania when the Pennsylvania Supreme Court ruled that BALLOTS could be counted after election day. Combine that with Covid mail in garbage and stop and steal was born.

and the United States Postal Service. I'm certain that at least most postal employees are honest and trustworthy.
That said, it would only take a few bad, left leaning bad apples from important voter districts, to do such things as toss out ballot return envelopes from mostly GOPer areas.
