He thinks "foolish Republicans" are about to be outmaneuvered again after being outmaneuvered a thousand times.
But they're not "foolish." They're not being outmaneuvered. They are successfully accomplishing their mission after having accomplished it a thousand times already. The GOP is IN ON IT.

They aren't incompetent, wimpy or stupid. The Republican establishment and its business interests WANT open borders as much as the Democrats do.
Republicans are not trying to do an immigration deal with the Democrats.
