A bill to require all cars sold or made in California after 2027 to have devices limiting their top speed to only ten miles per hour above the speed limit was introduced in the Senate on Wednesday.
Senate Bill 961, authored by Senator Scott Wiener (D-San Francisco), would specifically require certain vehicles, commencing with the 2027 model year, to be equipped with an intelligent speed limiter that would limit the speed of the vehicle to 10 miles per hour over the speed limit. The bill would exempt emergency vehicles from this requirement and would authorize the Commissioner of the California Highway Patrol to authorize the disabling of the system on other vehicles.

No, this will make the "tuner" market explode.
My Audi Q7 had the top speed limited at 120 mph coded in the firmware. I bought a tuner kit and turned that off. Couple of clicks, and a couple of minutes to reflash the EEPROM and it was gone. And I got 110 hp performance gain to boot.
Plug it into the OBDII and flash the original program back on before inspection time.
A couple years ago, a guy in an unloaded flatbed semi was coming on me fast at 1am in a construction zone. I had no idea if he was trying to run me down or what.
We got up to 105 mph and I was finally able to pull away from him.
I’d hate to be governed by a government governor.
I used to drive a coach (greyhound size bus). It was governed at 70. There were times a few more mph would have made the drive better and even safer (speeding up to get to the next hilltop)
This kind of nanny-state legislation isn’t about safety. It’s NEVER about safety.
It’s about control for the sake of control.
It’s about power for the sake of power.
People like Scott Wiener are like rapists: they get a sexual charge out of hurting people.
Only thing that surprises me is that they haven’t pursued this sooner.

This little rule will make 2-lane road passing almost impossible, too.
I think they're more like useful idiots. They eagerly do the rising tyrants' bidding, believing that one day they'll rule with them. But when the dirty work is done and the tyrants seize control out of the chaos, their services will no longer be needed - and they'll be slaughtered like Hitler's SA Brownshirts before them. They'd be wise to study history.

You are in the left lane.
A cop or ambulance comes behind you with lights on and need you to pull over or get out of the way.
You can't speed up.
You must slow down to pull back into the right lane.
Sometimes, you have to slow waaaaaayyyyy down.
Or....
I have witnessed and drove trucks with a seed limiting governor.
You are trying to pass another truck going 2 MPH slower.
It takes you for ever to get around.
We've all been there.
Passing a car with plenty of distance to clear the oncoming vehicle, when the car we are overtaking childishly decides to speed up.
I had a (apparently unloaded) and remarkably powerful truck do this to me a few years back. I had to hit the burners into the upper 90 mphs in order to clear the oncoming.
Taking a few steps back, what we are seeing in Cali is the removal of responsibility for ourselves. Beyond merely leftist.
A lot of new cars will be bought in 2026.
Imagine ...
... your wife is in labor.
... some road rage lunatic is trying to run you off the road.
... you see an avalanche or landslide heading down the hill above you.
... someone you love has been shot or stabbed and you don’t want to wait for an ambulance.
... and you can’t make your car exceed 10 mph over the limit.
My experience visiting LA tells me the practical speed limit is already 10 mph.
why 10 over? so they can still write tickets...
When I bought a scooter, that was the first thing I removed.
That’s just about the only California law I like. There might be another one, but I can’t think of it right now.
