Whichever it is it should be shutdown! Would they know? The Chinese could pick up a prepaid cell phone in any electronics, drug or grocery store in the US (or even hold one back during manufacturing in China). They they plug it into the balloon's payload and a couple times a day it browses Amazon, views a video at porntube, sends an encrypted file to ChineseSpyDropbox.com, and then makes a donation to the DNC.
