There is normally a lot of paperwork that goes with a pardon. A blanket announcement is a PR stunt.

That’s what I thought.
Wouldn’t this also be illegal due to separation of powers? Can laws passed by congress and signed into law by presidents be instantly erased by another president? If that’s the case, why even bother having a congress?

I was gonna say something to the effect as well. I have no idea about the amount of paperwork a regular, pardon, normally requires, however, I think reality is setting in that his poll numbers are getting worse and worse, and they need something as a distraction, and hopefully prop them up for a short term solution.
